Dr. Yigal Ben-Shalom is a prominent expert in social policy and has vast experience in both public and private sectors.

Holding an academic degree in social policy, he has held key positions that contributed to national development.

He served as the Director General of the Ministry of Labor from 1996 to 2000, where he initiated national projects focused on at-risk children, domestic violence, and care services.

Additionally, he led MBS Systems Company, specializing in strategic planning and information systems.

At the National Insurance Institute (NII), where he worked from 1970 to 1987 and later served as Senior Deputy Director General, Dr. Ben-Shalom revolutionized the computer systems and assisted in implementing major social security laws.

As Director General of NII from 2004, he introduced a reform plan dividing the institute into insurance and social clusters, enhancing services for the elderly, disabled, and children.

His efforts led to new pension schemes, disability reforms, and initiatives for at-risk youth. A senior lecturer at Bar-Ilan University, Dr. Ben-Shalom has greatly influenced Israel’s social welfare landscape.
