Prof. Abdul Rahim Sabouni is a Board Member of the Emirates Scholar Center for Research and Studies, the CEO of Span Management Consulting (SMC), and the Acting President & CEO of the Emirates College of Technology (ECT). A professional engineer with a diverse management background, he has demonstrated proven achievements across all facets of engineering project management, design, construction, contracts, claims, and quality assurance.
Dr. Sabouni is widely recognized for his exceptional communication, negotiation, and strategic partnership skills across multicultural environments and organizational levels. He has earned industry-wide recognition for his corporate leadership and expertise in construction and engineering across multiple market sectors.
With a professional career spanning more than 30 years across the United States, Canada, and the Middle East, Dr. Sabouni has played a pivotal role in the civil engineering construction industry. He has contributed to numerous large-scale projects valued at several billion dollars, including landmark developments in the UAE such as the Sheikh Zayed Grand Mosque and the Emirates Palace Hotel in Abu Dhabi.
Throughout his career in the UAE, he has held several senior engineering positions, including Buildings Design Expert at the Public Works Department in Abu Dhabi and Advisor for Technical Affairs and Construction Projects at Abu Dhabi Municipality.
Academically, Dr. Sabouni is a Professor of Structural Engineering and has held prominent leadership roles, including Vice Chancellor & CEO of Alhosn University in Abu Dhabi and President of UMS University in Dubai. He also serves as an Adjunct Research Professor at Western University in Canada.
Dr. Sabouni is a registered Professional Engineer in Ontario, Canada, a Chartered Construction Manager in the UK, the Founding President of the ACI-UAE Chapter, President of the ASCE-UAE Section, and the UAE Director of the International Federation of High-Rise Structures (IFHS-UAE). In recognition of his distinguished contributions to the field, he became the first recipient of the prestigious George Winter Award from Cornell University, USA.
