Dr. Sergio HernándezAcademic and Policy MakersExternal Policy Consultant UNESCO Learning Cities Expert Dr. Sergio Hernandez is a London-based senior policy adviser and UNESCO-affiliated researcher with over a decade of experience designing and implementing inclusive and sustainable learning strategies for peacebuilding and economic development across international organisations, higher education institutions, and public sectors in the UK, Latin America, Africa, and Asia. His work supports cities in their transformation into UNESCO Learning Cities, focusing on advancing lifelong learning policies, social inclusion, and the role of education in fostering civic engagement and peaceful coexistence. Dr. Hernandez led the British Academy–funded Educational Peacebuilding Model for Latin America, examining how community learning, non-formal education and participatory governance contribute to social cohesion and resilience in regions affected by post-conflict and urban violence in Colombia and Mexico. His research highlights the critical role of education and culture in enabling dialogue and community-based peacebuilding. As part of UNESCO’s Global Network of Learning Cities, he has also led comparative case studies on how lifelong learning supports urban recovery and resilience before, during, and after conflicts, with examples spanning Europe, Latin America, and Ukraine.
